How do I deal with an application from an "occupier" (someone who lives in a caravan or houseboat)?

An "occupier" is someone who lives in a houseboat or caravan. Such a person can make an occupier's application. If someone else owns the land on which the caravan is pitched, or the mooring at which the houseboat is moored, and/or is the owner of the caravan or houseboat, then that other person should normally provide a consent certificate saying that they do not object to the works being done.

All occupier's applications are means-tested as if they were tenant's applications, with the tenant's multiplier being used, regardless of whether or not the applicant is the owner of the caravan/houseboat.
